THE PHILIPPINES

The Philippines utilizes a nationally driven approach to climate adaptation, where the National Adaptation Plan is envisioned as a derivative of the National Climate Change Action Plan (NCCAP) 2011–2028. The process is led by the Climate Change Commission (CCC) using a "whole of nation approach" that integrates stakeholders from government, academia, business, and civil society, while aligning with the National Disaster Risk Reduction and Management Plan and the Philippine Development Plan.

• The Philippines' climate strategy is structured around the National Framework Strategy on Climate Change (NFSCC) released in 2010, which established the basis for the National Climate Change Action Plan (NCCAP) covering 2011–2028.
• The Philippine National Adaptation Plan is designed as a derivative of the NCCAP and focuses on seven thematic priorities, including food security, human security, knowledge and capacity development, ecosystem and environmental stability, sustainable energy, water sufficiency, and climate-smart industries and services.
• The Climate Change Commission (CCC) manages the monitoring and updating of the NCCAP, incorporating NAP technical guidelines and coordinating with various stakeholders including local government units, academia, and civil society.
