Progrès par rapport à l’intégration verticale dans le processus de plan national d’adaptation : Analyse des liens stratégiques entre les niveaux national et infranational

The report examines vertical integration in National Adaptation Plans (NAPs), highlighting the roles of subnational governments and non-governmental actors. Based on an analysis of 45 multisectoral NAPs, it finds that while most countries recognize subnational roles in planning and implementation, gaps remain in monitoring, evaluation, and learning (MEL) and stable financial flows to local levels. It provides recommendations for national governments, subnational authorities, development partners, and funding bodies to strengthen multi-level coordination and capacity.

• All analyzed National Adaptation Plans (NAPs) identify non-governmental subnational actors as relevant to vertical integration. This includes civil society organizations (78%), local private sector and MSMEs (67%), and local communities (58%), as well as specific groups such as women (49%), indigenous peoples (40%), and youth (38%).
• Most countries assign specific roles to subnational governments within the NAP process, primarily in planning (76%) and implementation (78%), though fewer focus on monitoring, evaluation, and learning (SEA) (47%).
• A majority of NAPs (78%) mention coordination mechanisms between governance levels, utilizing either existing institutional arrangements, new structures, or ad hoc consultation processes.
• Approximately 69% of NAPs describe mechanisms for delivering climate finance to the subnational level, including microfinance, the integration of adaptation into subnational budgets, and the routing of international funds to local measures.
• Subnational adaptation plans are referenced in 60% of NAPs, with some countries integrating these plans at community, municipal, state, provincial, or territorial levels depending on their decentralization structures.
• Local dimensions of adaptation are recognized in many NAPs, with 51% explicitly mentioning community-based adaptation (ABC) and 40% addressing locally-led adaptation (ANL).
• There is an increasing trend toward coordination beyond the national level, with 62% of NAPs referencing transboundary or regional coordination to align with the Paris Agreement and the Global Goal on Adaptation.
