The governance of climate finance in Africa, Asia and Latin America: some critical reflections

This policy brief, based on an Institute for Security Studies (ISS) report, examines the governance of climate finance in Africa, Asia, and Latin America. It focuses on how climate finance addresses the needs of vulnerable populations in these regions, specifically analyzing the balance between adaptation and mitigation, the distinction between public and private financing, and the influence of regional development banks.

• Africa, Asia, and Latin America contain the majority of the global population and the poor, and while they have contributed the least to climate change, they experience some of its most severe effects. Democratically governed climate finance is identified as a key tool for helping these communities adapt to and withstand these impacts.
