Chad: Conclusion

This document provides a set of policy recommendations for Chad to address economic fragility and achieve inclusive, sustainable growth. It identifies key constraints such as insecurity, oil dependency, and weak governance, proposing strategic interventions across governance, revenue mobilisation, agriculture, infrastructure, human capital, demographics, climate risk, and economic diversification.

• Chad's economic fragility and barriers to inclusive growth are driven by a set of interlinked challenges, including insecurity, a heavy reliance on oil exports, climate variability, low agricultural productivity, poor governance, infrastructure deficits, and limited human capital.
• To improve governance and peace, the Chadian government needs to move away from over-centralised governance and focus on creating transparent, accountable institutions, fighting corruption and impunity, and advancing decentralisation to improve local service delivery.
• To mitigate falling oil revenues and maintain macroeconomic stability, the report recommends enhancing non-oil revenue through digitised tax collection, simplified tax laws, and streamlined business registration to reduce the informal sector.
• Agricultural productivity can be increased through investments in R&D, high-yield and drought-resistant seedlings, and credit guarantees. Additionally, a national land policy is recommended to manage intercommunal conflicts over land, water, and natural resources.
• The report suggests several social and environmental strategies: accelerating the demographic transition by increasing contraceptive use and ending child marriage; improving human capital through education and healthcare with a focus on gender gaps; and managing climate risks by investing in early warning systems and agricultural adaptation.
