Rwanda Background

This research paper provides a background analysis of Rwanda's development trajectory, focusing on its strategic goals under Vision 2050, economic performance, and structural challenges. It details the country's transition from a low-income status toward aspirations of high-income status by 2050, while examining the impact of COVID-19, inflation, and the prevalence of the informal sector.

• Rwanda's Vision 2050 is a long-term strategic plan launched in 2015 to replace Vision 2020. It aims to elevate the country to upper-middle-income status by 2035 and high-income status by 2050. The plan is built on five pillars: human development, competitiveness and integration, agriculture for wealth creation, urbanisation and agglomeration, and accountable and capable state institutions.
• Rwanda's GDP grew significantly from US$3.2 billion in 1990 to US$13.0 billion in 2019, with an average growth rate of 7.2% between 2009 and 2019. However, the economy contracted by 3.4% in 2020 due to COVID-19 restrictions, marking the largest drop since 1994. Projections suggest GDP could increase to US$59.6 billion by 2043.
• The Rwandan economy faces several structural and macroeconomic challenges, including a balance of payments deficit, rising foreign debt, and high inflation. Annual inflation reached 31% in October 2022, driven primarily by the rising cost of food, vegetables, and cereals, which severely impacts poor households that spend over 70% of their budget on food.
• Public debt has increased significantly, rising from a debt-to-GDP ratio of 19.5% in 2010 to 72.4% in 2020, with a projection of 77.9% by the end of 2022. External borrowing constitutes a growing portion of this debt, projected to reach 62.7% in 2022.
• The informal sector is a critical source of livelihood, employing over 75% of all workers according to a 2019 survey. In 2019, the informal sector accounted for approximately 32% of GDP. While this is expected to decline to 27.2% by 2043, the sector's workers remain vulnerable due to a lack of social security and low earnings, often less than US$0.5 per day.
• Rwanda has secured a staff-level agreement with the IMF for a 36-month Policy Coordination Instrument (PCI) and Resilience and Sustainability Facility (RSF), providing access to a Special Drawing Right (SDR) of 240.3 million (approximately US$310 million) to support macroeconomic stability and climate mitigation and adaptation.
• The Rwanda Energy Group (REG), established in 2016, is tasked with meeting energy goals. A notable project involves extracting biogas (methane) from Lake Kivu, the country's largest freshwater lake, to generate energy.
