Djibouti Development Futures

This report analyzes Djibouti's development trajectory through 2043, comparing a 'Current Path' baseline against various sectoral scenarios and a 'Combined' reform pathway. While the country is projected to grow steadily, the report finds that its current capital-intensive, corridor-based model is insufficient to meet the goals of Vision 2035. The analysis identifies governance, financial flows, and regional integration as the most impactful drivers for achieving a more inclusive, diversified, and sustainable economy.

• Under the 'Current Path' baseline, Djibouti's GDP at market exchange rates is projected to grow from US$4.25 billion in 2024 to US$13.13 billion by 2043, averaging 6.1% annually. This growth rate is below the 8–10% target established in Vision 2035.
• A 'Combined' scenario of coordinated reforms could accelerate average annual GDP growth to 8.9%, with GDP reaching approximately US$21.46 billion by 2043. In this scenario, GDP per capita (PPP) would triple to approximately US$20,090, meeting the Vision 2035 income target with a delay.
• Governance is identified as the most significant driver of overall impact, with the potential to greatly enhance growth, poverty reduction, and institutional effectiveness. Under a specific Governance scenario, the overall governance index would rise from 0.50 in 2024 to 0.73 by 2043.
• Djibouti is experiencing an epidemiological transition where non-communicable diseases (NCDs) are becoming the dominant cause of death. By 2043, deaths from NCDs are projected to rise to 7,110, while deaths from communicable diseases are expected to fall to 1,530.
• The country is currently in a favorable demographic window, having crossed the demographic dividend threshold in 2018. The ratio of working-age individuals to dependants was roughly 1.9 in 2024 and is projected to reach about 2 by 2043 under the Current Path.
• Informality is projected to decline significantly under the Combined scenario, with the informal sector's contribution to GDP falling to 11.1% by 2043, compared to 18% under the Current Path. Informal employment in the non-agricultural labor force would drop to 14.4%.
• Poverty at the US$4.20 line is expected to drop to 2.6% by 2043 under the Combined scenario, lifting nearly 88,000 additional people out of poverty compared to the Current Path, where the rate would be approximately 8.5%.
• The AfCFTA scenario is projected to narrow the 2043 trade deficit to around 2.2% of GDP, compared to 5.9% under the Current Path, by increasing exports to approximately US$24.12 billion.
• Djibouti aims for a '100% green' energy supply. Under the Combined scenario, renewable energy is projected to account for 75.8% of total production by 2043, driven largely by solar energy, which will provide approximately 79% of the additional production.
• The report concludes that Djibouti's primary constraint is not a lack of infrastructure, but the efficiency and inclusiveness of its growth model. Long-term success requires shifting from a capital-intensive, corridor-based model to a productivity-driven and diversified economy.
