How the Transition Away From Fossil Fuel Production Can Be Included in New Climate Commitments and Plans

This report analyzes the inclusion of fossil fuel production in the Nationally Determined Contributions (NDCs) of the world's top 20 producing countries and provides a framework for incorporating the COP 28 agreement to transition away from fossil fuels into third-generation NDCs and long-term low-emissions development strategies (LT-LEDS).

• The top 20 fossil fuel producing countries—which collectively account for 93% of global coal, 80% of oil, and 77% of gas production—show a significant lack of commitment to transitioning the sector in their NDCs. One third of these countries do not mention the transition of the fossil fuel sector in their NDCs, and over half have either not submitted an LT-LEDS or fail to mention fossil fuels within those strategies.
• Analysis of the most recent NDCs from the top 20 producers reveals that a third make no mention of fossil fuel production, and six countries explicitly stated an intention to increase or continue production. Only the EU, representing Poland and Germany, mentioned a pathway to decrease production.
• To align with the COP 28 global stocktake agreement for a just, orderly, and equitable transition, the report suggests five elements for governments to include in their third-generation NDCs and LT-LEDS: data on production, reserves, and support; targets and pathways for winding down production by a target date; policies to constrain production (such as export caps, moratoriums, and subsidy reform); measures for economic diversification and worker support; and information on international cooperation and equity.
