Review of Current and Planned Adaptation Action in Pakistan

This report provides a snapshot of climate change adaptation policies and initiatives in Pakistan, detailing the country's vulnerabilities and the current state of its national and sub-national response efforts.

• Pakistan's vulnerability to climate change is driven by geographical factors, including extensive arid and semi-arid regions, frequent natural hazards, and a heavy reliance on the glacier-fed Indus Basin and monsoon rainfall. This vulnerability is compounded by socioeconomic challenges such as weak governance capacity, slow economic growth, gender inequality, security concerns, and a rapidly growing population.
• While Pakistan established a National Climate Change Policy in 2012 and an implementation framework in 2013, there has been limited progress in executing the actions outlined in these documents.
• Current adaptation programming in Pakistan is primarily funded internationally and focuses on disaster risk management, agriculture, and water resource management. These activities are frequently concentrated in the provinces of Sindh and Punjab, as well as in high mountain areas.
