Monitoring Progress in Green Public Procurement

This report examines the methodologies and challenges of monitoring Green Public Procurement (GPP), with a specific focus on tracking reductions in greenhouse gas (GHG) emissions. It analyzes practices in six countries and provides recommendations for governments to improve monitoring systems to support climate and sustainable development goals.

• Public procurement is estimated to account for roughly 15% of global greenhouse gas (GHG) emissions, based on research from the World Economic Forum, making the 'greening' of these processes a vital strategy for reducing government-related emissions.
• While most OECD countries have implemented strategies, policies, and legal reforms to integrate environmental goals into procurement, the creation of systems to monitor the progress of these GPP initiatives has frequently been neglected.
• In 2017, South Korea's green public procurement efforts resulted in the creation of 4,400 green economy jobs and a reduction of 665,000 tonnes of carbon dioxide equivalent.
• Analysis of GPP monitoring in Denmark, Japan, Malaysia, South Korea, Slovenia, and the Netherlands indicates that success depends on government support, collaboration, and resource access, though progress is hindered by knowledge constraints, insufficient data, and tool complexity.
• To improve GPP monitoring, the report recommends that authorities define clear targets, establish legal frameworks that mandate monitoring, improve data management, foster inter-governmental collaboration, and invest in staff training and communication.
