Report of the meeting on SCIENCE-POLICY DIALOGUE FOR THE ESTABLISHMENT OF A RESEARCH PARTNERSHIP ON DECARBONIZATION AND CLIMATE RESILIENT GOVERNANCE IN MEGACITIES OF THE SOUTH

This report documents a science-policy dialogue meeting held on April 2-3, 2018, in Santiago, Chile, aimed at establishing a research partnership for decarbonization and climate resilient governance in the megacities of Buenos Aires, Sao Paulo, and Santiago. The meeting utilized a 'co-design' approach to align scientific research with the practical needs of urban decision-makers, resulting in a first draft of a joint research program with seven working components.

• Specific governance gaps were noted in Chile, where the country "does not have a legal framework that allows allocating emissions reduction responsibilities or demanding implementation and reporting of mitigation and adaptation measures to climate change."
• In Sao Paulo, identified challenges include a "lack of data and lack of certainties in face of changes," urban plans that ignore climate change, and a need for "simplified ways to do GHG inventories."
• The initiative aims to provide scientific results to assist in better decision-making at "sub-national levels, including the municipal and local communities level," and intends to enhance the capacity of stakeholders involved in "NDC planning and implementation."
• The team planned to publicly announce the initiative at an event during the "U20 summit in Buenos Aires, Oct. 2018," with the participation of the mayors of the three target cities.
