A TOOLKIT FOR ZAMBIAN POLICYMAKERS AND URBAN PLANNERS

This toolkit, published by the Global Resilience Partnership in July 2023, provides guidance for Zambian policymakers and urban planners to create resilient and equitable urban food systems. Based on household surveys conducted between 2019 and 2021 in 14 Zambian cities, the document identifies food insecurity drivers and suggests leveraging the Constituency Development Fund (CDF) and various national and local policies to improve food access, support urban agriculture, and empower women in the food value chain.

• The Constituency Development Fund (CDF), which increased to K28.3 million per constituency in the 2023 National budget, is identified as a key tool for funding urban food system improvements, including fishponds, maize mills, market upgrades, and road construction.
• CDF funding has been specifically used to empower women in the food sector through business training and financial literacy in Lusaka, loans for food businesses in Ndola, a dedicated women's market in Kitwe, and urban agriculture training in Kabwe.
• The toolkit advocates for a multi-policy approach to food security, suggesting that the National Lands Policy should allocate land for urban food production and the National Transport Policy should reduce food transportation costs to improve consumer access.
