• Russia is among the global leaders in proposed new coal projects, with 7.3 GW planned and 1 GW already under construction, ranking it fifth globally for coal capacity development. In 2024, Russia proposed 2.5 GW of new generation, the highest volume of any country except China and India.
• Russian coal expansion is driven by the "General Scheme for the Placement of Electric Power Facilities until 2042," focusing on Siberia and the Far East. Specific projects include 0.7 GW at the Irkutsk-11 plant, a proposed 3 GW plant by EN+ Group based on the Mugunsky coal deposit, 0.4 GW at the Primorskaya GRES, and a 1 GW plant in the Krasnoyarsk Territory chosen over a nuclear option to "preserve the domestic coal industry."
• While OECD countries are reducing new proposals—dropping from 142 in 2015 to five currently—they must increase annual decommissioning from 19 GW in 2024 to 70 GW by 2030 to meet Paris Agreement requirements.
