FINAL EVALUATION SE1 - INTEGRATING THE CONSERVATION AND RESTORATION OF NATURAL CAPITAL IN GREEN ECONOMY PLANNING AND PRACTICE 2018-2022

This final evaluation report details the activities and impacts of the Economics for Nature (E4N) partnership from 2018 to 2022. E4N, a collaboration between the Green Economy Coalition (GEC), Capitals Coalition, Green Growth Knowledge Partnership (GGKP), and WWF France, aimed to integrate natural capital into national green economy planning and economic decision-making to shift toward 'nature-positive economies'.

• The E4N partnership implemented five core strategies to integrate natural capital into economic planning: creating knowledge and tools (such as the GEC Green Economy Tracker and WWF Natural Capital Toolkit), convening networks (including Business for Nature and the Lab Capital Naturel), demonstrating evidence through case studies, conducting political advocacy at global and regional levels, and managing programme collaboration.
• The partnership achieved significant business engagement, with over 1,100 companies worldwide advocating for government policies to reverse nature loss and more than 330 companies calling for mandatory assessment and disclosure of nature-related impacts and dependencies by 2030.
• The COVID-19 pandemic served as a catalyst for embedding natural capital into recovery plans, though the report notes a gap between government rhetoric and actual economic implementation. E4N produced recovery reports for France, India, Brazil, and Uganda and convened over 14 dialogues on nature-based recovery.
• In Africa, the partnership focused on aligning development finance with natural capital needs through the African Development Bank (AfDB) and integrating natural capital into the statistical and policy programmes of Gabon, Madagascar, Uganda, and Nigeria.
• The report identifies several systemic impacts: 39 out of 41 countries assessed by the Green Economy Tracker are progressing in developing natural capital accounts, and the EU has embedded natural capital in the EU Green Deal and the 2021 Corporate Sustainability Reporting Directive.
• Key lessons learned include the effectiveness of a 'network of networks' approach over a structured programme and the necessity of engaging political communities of influence rather than just technical ones to secure national leadership, as seen in the attempt to engage the Macron Government in France.
• Despite progress, the integration of natural capital into economic decision-making is still hindered by challenges regarding capacity and the quality and availability of data.
