The Landscape of Public Climate Finance in Indonesia
Summary
In 2011, Indonesia disbursed at least IDR 8,377 billion (USD 951 million) in public climate finance, with the domestic government providing 66% of these funds. The majority of domestic spending (73%) targeted 'indirect activities' such as policy development, primarily in the forestry sector. International development partners contributed 34% of the total, with a stronger focus on direct mitigation and adaptation projects, particularly in energy. The report identifies significant tracking gaps, especially regarding adaptation finance, and highlights the limited role of local governments and the untapped potential of state-owned enterprises (SOEs) in delivering climate action.
Key insights
- In 2011, public climate finance disbursements in Indonesia totaled at least IDR 8,377 billion (USD 951 million), with the Government of Indonesia contributing 66% (IDR 5,526 billion or USD 627 million) and international development partners providing 34%.
- Domestic public climate finance was heavily skewed toward 'indirect activities'—such as policy development, R&D, and MRV systems—which accounted for nearly 75% of domestic flows. Within these indirect activities, 73% of support was targeted at the forestry sector.
- International public climate finance (estimated at IDR 2,851 billion or USD 324 million) focused more on direct action, with 68% funding direct mitigation and adaptation projects. Of this, 55% went to state-owned enterprises and the private sector, mostly as loans.
- Public climate finance was aligned with Indonesia's highest emitting sectors, with the largest shares going to forestry (41%), energy (19%), agriculture and livestock management (10%), transport (9%), and waste and waste water (7%).
- There is a significant gap in the tracking of adaptation finance; the report identified IDR 10,008 billion (USD 1,136 million) in development activities that may have climate benefits but could not be verified as climate-specific, with IDR 8,392 billion of that uncertainty related to adaptation.
- Local governments play a limited role in climate finance; a case study in Central Kalimantan showed that sampled local governments disbursed at least IDR 20 billion (USD 2 million) in domestic climate finance in 2011, representing only about 0.4% of their total resources.
- International disbursements are significantly lower than commitments. While cumulative commitments from the early 2000s are estimated between USD 3,100 and 7,600 million, actual disbursements in 2011 were only USD 324 million.
