Três Ferramentas Para Destravar o Financiamento para Mitigação e Adaptação do Uso da Terra

This executive summary describes three tools developed by Climate Focus and the Climate Policy Initiative to help low- and middle-income governments and their partners redirect funding toward green land-use activities for climate mitigation and adaptation.

• Land use, including agriculture and forestry, accounts for approximately 25% of global greenhouse gas (GHG) emissions, and in more than 60 countries—mostly developing ones—these emissions represent over 50% of national GHG totals.
• Current annual funding for land-use mitigation and adaptation is estimated between US$ 1.3 billion and US$ 51.8 billion, representing only a small fraction of total land-use investments. Most funding in developing countries follows "business-as-usual" patterns that do not mitigate climate effects and may increase vulnerability.
• The 'Land Use Finance Landscape' tool maps public and private investments in green and business-as-usual activities to identify funding channels, gaps, and bottlenecks, providing a quantitative and qualitative baseline to inform investment plans.
• The 'Financial Viability Gap Analysis' tool evaluates whether green activities are financially viable compared to business-as-usual options. It identifies where public support is needed to reduce costs (e.g., low-cost loans), increase revenue (e.g., premium prices), or improve the enabling environment (e.g., legal reform).
• The 'Public Finance Mapping' tool monitors public financial instruments to determine if they support green or business-as-usual activities, helping governments ensure policy coherence and identify entry points for donors to maximize national and private investment.
