Três Ferramentas Para Destravar o Financiamento para Mitigação e Adaptação do Uso da Terra

The report argues that while land use generates about a quarter of global greenhouse gas emissions and is highly vulnerable to climate change, current investments are predominantly 'business-as-usual'. It introduces three tools—a land-use finance landscape, a financial viability gap analysis, and a public finance mapping tool—to help governments identify funding gaps, assess the financial viability of green projects, and ensure policy coherence to unlock private and public investment in sustainable land management.

• Land use, including agriculture and forestry, accounts for approximately 25% of global greenhouse gas emissions and is highly susceptible to climate impacts.
• Current financial flows for land-use mitigation and adaptation are small, estimated between US$ 1.3 billion and US$ 51.8 billion, while the majority of the hundreds of billions spent annually on land use follow 'business-as-usual' patterns that may increase emissions or vulnerability.
• The 'Land Use Finance Landscape' tool maps public and private investments in green versus business-as-usual activities to identify funding channels, gaps, and bottlenecks.
• The 'Financial Viability Gap Analysis' tool identifies why green activities may be financially unattractive, attributing it to higher costs than usual activities or risks and information gaps that discourage investors.
• Governments can improve the financial viability of green land-use investments by reducing costs (e.g., low-cost loans, tax benefits), increasing revenue (e.g., premium prices, payment for results), or improving the enabling environment (e.g., legal reforms, land management systems).
