Tiga Perangkat Analisis untuk Pembiayaan Mitigasi dan Adaptasi di Sektor Tata Guna Lahan

This executive summary describes three analytical tools developed by Climate Focus and the Climate Policy Initiative to help low- and middle-income countries and their partners identify and redirect public and private financing toward green land-use practices for climate mitigation and adaptation.

• Agriculture, forestry, and other land-use sectors contribute nearly 25% of global greenhouse gas (GHG) emissions, with some countries seeing even higher proportions. These sectors are simultaneously highly vulnerable to climate change impacts.
• Current annual funding for mitigation and adaptation in the land-use sector is small, ranging between USD 1.3 billion and USD 51.8 billion, compared to total sector investments in developing countries which can reach hundreds of billions of dollars. Most of this investment follows 'business as usual' (BAU) patterns that ignore climate impacts or increase emissions.
• The 'Land Use Sector Financing Landscape' tool maps public and private investments in both green and BAU activities. It is designed to identify funding gaps, barriers, and key actors, providing a quantitative and qualitative basis for designing multi-sectoral strategies such as REDD+.
• The 'Financial Viability Gap' analysis tool assesses whether green land-use activities are financially viable compared to BAU activities. It identifies 'viability gaps' where green activities have higher costs or higher risks, suggesting three ways governments can intervene: reducing costs (e.g., soft loans, tax breaks), increasing revenue (e.g., premium prices, performance-based grants), or improving the enabling environment (e.g., legal reform, spatial planning).
• The 'Public Financing Mapping' tool tracks public financial instruments to determine if they support BAU or green land-use activities. It aims to improve coherence across sectors, technologies, and geographies, helping governments and donors coordinate to maximize domestic and private investment.
• Over 60 countries, mostly developing nations, have land-use emissions representing more than 50% of their national GHG emissions. Additionally, 52% of land used for agriculture is affected by moderate to severe soil degradation.
