Infraestrutura sustentável na Amazônia

The Climate Policy Initiative (CPI) and PUC-Rio are implementing a project (July 2019 – December 2020) to improve the socio-environmental and economic risk assessment of infrastructure projects in the Amazon. By combining economic and regulatory analysis, the project seeks to integrate these variables during the feasibility study phase to reduce environmental and social impacts and improve government planning processes.

• Brazil faces significant challenges regarding the quality and quantity of its infrastructure, which leads to complicated logistics for companies and limited mobility for citizens, thereby increasing production costs and hindering productivity and growth. According to the World Economic Forum's 2018 Global Competitiveness Report, Brazil scored only 3.0 out of 7.0 possible points for the quality of its transport infrastructure.
• The "Sustainable Infrastructure in the Amazon" project, running from July 2019 to December 2020, aims to propose changes to current regulations and guidelines to improve decision-making regarding socio-environmental and economic risks throughout the life cycle of infrastructure projects. This is particularly critical for projects in the Amazon, which is the world's largest tropical forest and provides essential ecosystem services for the national economy.
• The project utilizes two complementary lines of action: economic analysis (using a market access tool developed by CPI) and regulatory and governance analysis. The initiative posits that the feasibility study phase, which is currently neglected in public debate, is the ideal time to anticipate social and environmental issues to ensure projects are more robust and of higher quality upon implementation.
