FORTALECENDO A PROTEÇÃO DA AMAZÔNIA BRASILEIRA EM UM CENÁRIO DE MUDANÇA

This policy brief by the Climate Policy Initiative (CPI) and NAPC/PUC-Rio analyzes the shift in deforestation patterns in the Brazilian Amazon between 2004 and 2012. • There has been a significant shift in the composition of deforestation toward small clearings. While small clearings accounted for about one-quarter of the total deforested area in the mid-2000s, they represented more than half by 2012. This trend is problematic because the current monitoring system cannot detect clearings of up to 25 hectares.
• Deforestation patterns vary by region and property size. In Pará, small landowners and possessors are the primary agents of deforestation on private properties. In both Mato Grosso and Pará, medium and large landowners appear to have adapted to satellite monitoring by switching to smaller clearings to avoid detection.
• Historical differences between states influenced the effectiveness of conservation policies. In the early 2000s, small landowners in Mato Grosso tended to clear medium and large areas, whereas those in Pará predominantly cleared small areas, allowing the latter to more easily evade monitoring systems.
• The document recommends three primary policy adjustments: creating strategies specifically for small-scale deforestation, tailoring public policies to local regional particularities, and improving remote sensing technologies to detect clearings smaller than 25 hectares.
