Infraestrutura Terrestre na Amazônia: Ações para Sustentabilidade
Summary
This report by the Climate Policy Initiative (CPI/PUC-Rio) proposes a 12-point action plan to decouple terrestrial infrastructure development from deforestation in the Amazon. - Socio-environmental studies often lack quality and fail to adhere to their own Terms of Reference (TR). Analysis by CPI/PUC-Rio found that half of the analyzed EVTEAs showed non-compliance with their TRs, and none of the analyzed EIAs fully complied. The report suggests incorporating international best practice guidelines into TRs and ensuring strict adherence to sectoral manuals.
- The report identifies a critical failure in how 'indirect influence areas' (AII) are delimited, typically using simple distance buffers that underestimate impacts. CPI/PUC-Rio proposes a 'market access' methodology to better estimate areas economically influenced by projects. For the Ferrogrão project, the indirect influence area is significantly larger when using the market access methodology compared to the buffer method, which directly affects deforestation and carbon emission estimates.
- There is a severe lack of transparency regarding federal transport concessions in the Amazon. Between 2018 and 2022, 57% of key documents and information for 10 analyzed federal railway and highway concessions were unavailable. Specifically, no EVTEA approval minutes were obtained despite active searches and numerous requests via the Access to Information Law.
- To improve transparency and monitoring, the report recommends creating a unified public database and a Geographic Information System (GIS). This GIS should map infrastructure location and condition alongside Conservation Units, Indigenous Lands, quilombola and traditional communities, settlements, private areas, and undesignated public lands.
