The Lab 2018-2019 Cycle Instrument Analysis

The Lab has launched six financial instruments targeting blue carbon, sustainable agriculture, sustainable cities, and energy access. These instruments, which follow a seven-month design and stress-testing period, aim to mobilize significant investment for sustainable development. Key projects include mangrove restoration in the Philippines, blockchain-based crop insurance in Kenya, and solar securitization in Rwanda.

• The Lab has launched 41 instruments since 2014, which have collectively mobilized nearly US$ 2 billion for sustainable development and climate action.
• Six new instruments were endorsed in 2019 across four focus areas: blue carbon, sustainable agriculture for smallholders in Africa, sustainable energy access, and sustainable cities.
• The Restoration Insurance Service Company (RISCO) will pilot a project to protect 4,000 hectares of mangrove forest in the Philippines, with a potential scale of 16 million tonnes of CO2 avoided emissions and sequestration.
• Agricultural initiatives include a blockchain-based digital index insurance platform targeting 1.2 million farmers in Kenya and a blended finance fund for West Africa with US$ 26 million pledged by ECOWAS and EBID.
• Urban solutions include 'Cooling as a Service' (CaaS) with initial implementation in the Dominican Republic and Jamaica, and the 'Breathe Better Bond Initiative', which could mobilize over US$ 4 billion if deployed in ten cities.
• The Solar Securitization for Rwanda instrument is a tradable asset-backed security designed to provide clean energy access to 2 million households in Rwanda and neighboring countries, with a potential instrument size of US$ 100 million.
