Productive Safety Net Program (PSNP) Ethiopia

A case study on Ethiopia's Productive Safety Net Program (PSNP), a large-scale social protection initiative designed to address food insecurity and climate vulnerability through cash and food transfers.

• Launched in 2005, the Productive Safety Net Program (PSNP) provides conditional or unconditional cash or food transfers to over 8 million households, representing approximately 7% of the population, in exchange for public works or social infrastructure projects such as building terraced hill slopes for water retention. The program is integrated into the Government of Ethiopia’s Climate Resilient Green Economy (CRGE) strategy.
• Phase V of the PSNP, initiated in November 2020 via the Strengthen Ethiopia’s Adaptive Safety Net Project (SEASN), is supported by a diverse funding pool including a USD 200 million credit and USD 312.5 million grant, alongside contributions from the Government of Ethiopia (USD 600 million), USAID (USD 430 million), and the UK FCDO (USD 281 million).
• The program is managed by Ethiopian government agencies (MoANR, MoFEC, and MoLSA) and co-financed by 10 development partners, including the World Bank, European Union, and WFP, who provide technical assistance in resilience building and climate risk assessment. Implementation is further supported by a consortium led by CARE, including SNV, Farm Africa, ORDA, REST, and Mercy Corps, focusing on monitoring, evaluation, and gender mainstreaming.
