Roadmap for an Equitable Green Economic Diversification in Jharkhand

This technical brief outlines a strategic roadmap for Jharkhand's economic transition to align with India's net-zero goals, focusing on diversifying a mining-dependent economy through four high-potential green sectors to mitigate future revenue and employment losses.

• Jharkhand requires a total cumulative investment of USD 41.4 billion (INR 351,900 crore) to establish new green industries. This investment is distributed across three primary areas: Green Molecules Production (USD 21.8 billion for bioethanol, compressed biogas, and green hydrogen/ammonia), Sustainable Mobility and Components (USD 14.3 billion for electric vehicles and hydrogen-based heavy commercial vehicles), and Green Equipment Manufacturing (USD 5.3 billion for solar PV and lithium-ion battery hubs).
• The transition aims to replace declining mining-related income with an estimated USD 1.43 billion in annual state tax revenue generated by emerging green sectors. Additionally, growth in green manufacturing and MSMEs is expected to create a net-positive employment outcome that exceeds job losses in the fossil fuel sector.
• The roadmap proposes a three-stage implementation pathway to ensure economic resilience: an Enabling Phase (2026–2035) focusing on infrastructure, reskilling, and transition finance; a Scaling Up phase (2036–2047); and a Viksit Bharat phase (2048–2070).
