World Food Program (WFP) Cash Transfers and Vouchers in Response to Drought in Mozambique

This case study examines a World Food Program (WFP) initiative in Mozambique that provided unconditional cash transfers and food vouchers to vulnerable households following severe droughts and cyclones. The program, funded by DFID and implemented with government partners, reached over 24,000 households to improve food security and climate resilience.

• The World Food Program (WFP), funded by DFID, implemented a program providing cash or food vouchers to households in Mozambique affected by severe droughts in 2015-16 and Cyclones Idai and Kenneth in 2019, which had left nearly 3% of the population at risk of severe food insecurity. The program reached over 24,000 households and was executed in cooperation with the National Institute of Social Action (INAS) and the Ministry of Gender, Children, and Social Action (MGCSA).
• Research indicates that unconditional cash transfer programs for poor and vulnerable households provide significant climate resilience benefits, specifically increasing food security and reducing the impact of weather shocks, with the most substantial gains observed among the poorest households.
• Effective implementation of cash transfer programs requires access to data for targeting vulnerable populations—which Mozambique achieved by using social and economic vulnerability indicators as proxies for food insecurity—and reliable distribution mechanisms such as mobile payment systems, community organizations, or local banks.
