The analysis also highlights severe transparency gaps in Ibama's open data, including the loss of geographic area data for sanctions after August 2019 and restricted public access to procedural documents.

• Environmental control actions in the Amazon have weakened since 2015, with a further decline starting in 2019. During this period, the number of annual infringement notices associated with deforestation fell to less than one-third of 2015 levels, and the number of embargoed areas dropped by over 90% compared to the 2013 peak.
• The mandatory environmental conciliation stage introduced by Decree No. 9,760/2019 has caused a near-total standstill in punitive activity. Of 1,154 infringement notices issued between October 8, 2019, and May 6, 2021, 98% were paralyzed by the research conclusion date due to Ibama's inability to conduct the required hearings.
• Administrative processes for the most severe deforestation cases are characterized by extreme slowness regardless of the legal rite. Out of 17 processes involving the largest deforested areas or highest fines from August 2008 to May 2021, only four reached a final administrative decision (trânsito em julgado), and the resulting fines remain unpaid and are under judicial execution.
