A Snapshot of Urban Green Finance in Two Indian Cities

This report examines the landscape of urban green finance in Hyderabad and Kolkata, India, mapping the flow of public and private funds toward climate change mitigation and adaptation across six key sectors, including clean energy, sustainable transportation, and waste and water management.

• State governments play a dominant role in the implementation of climate policy and the financing of projects within Indian cities, often exerting more influence than city governments themselves.
• Urban local bodies (ULBs) need improved policy, institutional, and financial support to align with national and state climate priorities and to access innovative financing mechanisms.
• There is a need to harmonize and centralize data collection processes to better track the implementation of national and state policies, schemes, and missions regarding urban climate action.
• India faces significant urban climate vulnerability, with over 40 cities ranked among the 100 most vulnerable globally to climate and environmental events, a situation exacerbated by the COVID-19 pandemic.
