Indeks Desa Membangun Plus (IDM+): Enhancing Direct Incentives for Sustainable Land Use in Indonesian Villages

The strongest performance was in agricultural commodities diversification, while village spatial planning and social forestry showed the lowest performance.
• Simulation in Berau suggests using a blend of fiscal instruments: Village Fund Allocation (ADD) to incentivize high-performing villages and Financial Assistance to support low-performing villages as affirmative action. High-performing villages could gain an average of IDR 200 million (a 12-18% increase) from ADD, but this would necessitate reductions for poor performers unless supplemented by non-government funding.
