Building Financial Instruments for Climate Adaptation

This report by the Climate Policy Initiative outlines recommendations for developing financial instruments for climate adaptation, drawing on a decade of experience from The Global Innovation Lab for Climate Finance (The Lab), which has supported 78 instruments and mobilized over $1.2 billion for adaptation projects.

• The Lab identifies five critical steps for structuring successful adaptation instruments: defining a clear adaptation and resilience thesis aligned with local contexts; building pipelines with predictable cash flows (often requiring technical assistance or philanthropic capital for de-risking); using blended capital stacks to align with investor risk/return profiles; collaborating with local stakeholders and aligning with national priorities; and implementing impact measurements that balance donor standards with localized data.
• Financial sustainability for adaptation instruments is often hindered by the difficulty of pricing climate risk or avoided costs and the mistake of assuming other entities will pay for adaptation benefits.
