Global Landscape of Climate Finance: A Decade of Data

The Climate Policy Initiative (CPI) report 'Global Landscape of Climate Finance: A Decade of Data' analyzes global climate finance flows from 2011 to 2021. It finds that while climate finance nearly doubled over the decade, the current growth rate is insufficient to meet 1.5C global warming scenarios, which would require annual flows of USD 4.3 trillion by 2030.

• Global climate finance grew significantly between 2011 and 2020, with a cumulative total of USD 4.8 trillion committed, averaging USD 480 billion annually. Despite a cumulative average annual growth rate (CAGR) of 7%, this is insufficient for a 1.5C scenario, which requires annual finance flows of at least USD 4.3 trillion by 2030, implying a necessary CAGR of 21%.
• Preliminary estimates for 2021 show climate finance reaching an all-time high of between USD 850 billion and USD 940 billion, a 28% to 42% increase over the 2019/20 average of USD 653 billion. This surge is largely attributed to the transport sector, specifically the doubling of electric vehicle sales in 2021.
• Public sector climate finance grew faster (9.1% CAGR) than private sector finance (4.8% CAGR) between 2011 and 2020. While the renewable energy sector has become competitive and established, adaptation and resilience finance continues to lag significantly, with a particular lack of data regarding private sector contributions to adaptation.
• Fossil fuel subsidies act as a major barrier to climate goals; in 51 major countries, these subsidies were 40% higher than the total global investment in climate finance from 2011 to 2020.
• Climate finance is heavily concentrated geographically and by instrument. 76% of finance was raised domestically, primarily in North America, Western Europe, and East Asia & Pacific (led by China). Debt remains the primary instrument, while concessional finance accounted for 16% of the total.
