Case Study 2

The Africa Climate Change Resilience Alliance (ACCRA) is a consortium-led project that improves the adaptive capacity of vulnerable communities in Ethiopia, Mozambique, and Uganda. The project has influenced national climate and disaster risk reduction policies, implemented district-level training in Ethiopia, and established the first seasonal forecast in Uganda. Its second phase focuses on enhancing flexible, forward-looking decision-making for planners through the use of a specialized simulation game.

• The Africa Climate Change Resilience Alliance (ACCRA), led by a consortium including Oxfam and ODI, aims to enhance the adaptive capacity of poor and vulnerable communities by improving the design and delivery of development and humanitarian interventions. Between 2009 and 2011, the project worked to align government institutions responsible for climate change and Disaster Risk Reduction (DRR) in Ethiopia, Mozambique, and Uganda.
• ACCRA's research and capacity building efforts have led to tangible policy and operational changes in three countries. In Uganda, the program drove the creation of the first seasonal forecast, which was translated into multiple languages to communicate adaptation and variability nationwide. In Ethiopia, national officials are implementing training across 56 woredas (districts) using ACCRA materials, while in Mozambique, the program's information is informing national agency policies and the flow of new adaptation finance.
• The project has influenced several specific national and regional policy frameworks, including Ethiopia's Climate Resilient Green Economy strategy, the Afar Regional Adaptation Plan, Uganda's National Policy for Disaster Preparedness and Management and its National Adaptation Programme of Action (NAPA), and the Terms of Reference for Mozambique's National Climate Change Strategy.
• The second phase of the project, funded by a no-cost extension from CDKN, focuses on "flexible and forward looking decision-making." This phase includes the trial and evaluation of an "ACCRA game" designed for district government contexts to help planners account for uncertainty and power dynamics. The game was scheduled for trial in Uganda in October 2012, followed by Mozambique and Ethiopia in January and February 2013.
