Case Study 2

The Africa Climate Change Resilience Alliance (ACCRA) project, running from January 2011 to January 2013 with a value of £184,250, aims to enhance the adaptive capacity of poor communities in Ethiopia, Mozambique, and Uganda. The project has influenced national policies, produced 27 publications, and facilitated capacity building for government officials through field visits and training. Phase 2 of the project focuses on 'flexible and forward looking decision-making' and the evaluation of a tailored ACCRA game for district government contexts.

• ACCRA influenced national policies and plans in Ethiopia, Mozambique, and Uganda by connecting government institutions responsible for climate change and Disaster Risk Reduction (DRR).
• The project's research findings served as baseline data for planning policies and strategies, including the creation of Uganda's first seasonal forecast, which provided messages on adaptation and variability in multiple languages across the country.
• In Ethiopia, national officials are implementing training across 56 woredas (districts) using ACCRA materials, while in Mozambique, the project's information and ideas are informing national agency policies and the flow of new adaptation finance.
• The project has engaged in extensive capacity building, including 55 field visits for ministries and the participation of government officials from central, state, provincial, and district levels in Ethiopia and Mozambique.
• Phase 2 of the project specifically investigates how to make planning more 'forward looking' and how local-level planning can better inform resource allocation and higher-level planning while accounting for power and institutions.
