Case Study 15

The project investigates how to combine top-down national PES schemes with bottom-up local approaches, specifically Andean Reciprocal watershed Agreements (ARA), to better value ecosystems and promote climate compatible development. It seeks to develop a practical framework and a combined index for adaptation, mitigation, and development objectives, with the goal of influencing national legislation and providing a guide for scaling up locally led ARA.

• The project aims to identify successful elements of both national top-down and local bottom-up PES schemes to create more robust systems that leverage economies of scale while maintaining local effectiveness.
• The research focuses on assessing how Andean Reciprocal watershed Agreements (ARA) and bottom-up watershed PES can cost-effectively pioneer climate compatible development, including a comparison of these locally-led schemes against national government-led PES programmes.
• The project intends to create a unique index that merges adaptation, mitigation, and development objectives to evaluate and monitor the progress of future climate compatible development projects.
