Case Study 15

This briefing describes a CDKN-funded project (RSGL 0024e) running from April 2012 to March 2014 with a value of £490,248. The project aims to integrate climate compatible development (CCD) perspectives into Payments for Ecosystem Services (PES) and Andean Reciprocal watershed Agreements (ARA) by combining the strengths of top-down national schemes and bottom-up local initiatives.

• The project seeks to identify successful components of national and local PES schemes to design more robust systems that combine the "economies of scale of top-down national schemes" with the effective elements of "bottom-up schemes."
• The research has four specific objectives: assessing how ARA or watershed PES schemes can pioneer CCD cost-effectively, comparing the effectiveness of bottom-up ARA against national government-led PES, evaluating social marketing campaigns' role in changing social norms to increase PES and ARA use, and creating a guide for scaling up and institutionalising locally led ARA.
• The project intends to produce several high-level outputs, including at least one new piece of legislation written by government officials to promote efficient CCD, a methodological guide for scaling up ARA to be presented to at least 30 officials across four countries and tested in five field sites, and three peer-reviewed journal articles.
• A unique aspect of the project's research impact is the creation of a single index that combines development, mitigation, and adaptation objectives to evaluate, compare, and monitor the progress of future CCD projects.
