• There is a significant gap in explicit gender understanding within regional and municipal public institutions, leading to local plans that lack concrete measures to address gender inequality and the perception that gender is a theoretical issue only for women.
• Women in urban areas experience differentiated vulnerabilities to climate change and disasters due to their roles in home care and reproduction, such as higher exposure to injuries and diseases during floods because they spend more time in and around the home.
• Political barriers to integrating gender and climate-compatible development include a lack of political will, fragmented implementation across government sectors, low staff competence in gender and environmental issues, and high personnel turnover.
• Socioeconomic and cultural obstacles include the persistence of patriarchal and chauvinist beliefs, a lack of recognition of women's work, and widespread violence against women and girls.
