Delivering transformational change: A plan to achieve development resilient to climate change in the Caribbean

This policy brief describes the development and strategic goals of the Implementation Plan (IP) for 2011-2021, created by the Caribbean Community Climate Change Centre (CCCCC) to achieve development resilient to climate change across the 15 CARICOM member states.

• The Implementation Plan (IP) for 2011-2021 was developed by the CCCCC between September 2010 and June 2011 to operationalize the 'Regional Framework for Achieving Development Resilient to Climate Change'. The process involved consultations with over 200 stakeholders, including representatives from more than seventy organizations across fourteen CARICOM member states.
• To mobilize limited resources, the IP utilizes a 'three-ones' approach consisting of one coordinating mechanism (a proposed Liliendaal Bureau at the regional level and governments at the national level), one plan based on the Liliendaal Declaration, and one monitoring and evaluation framework.
• Economic projections indicate that the annual cost of inaction regarding climate change in the Caribbean—specifically concerning infrastructure damages, loss of tourism revenue, and increased hurricane damages—could reach $10.7 billion by 2025, $22 billion by 2050, and $46 billion by 2100.
• The IP targets three broad categories of challenges: institutional and governance building blocks, technical and physical impacts, and cross-cutting challenges. Key priorities include transitioning to low-carbon economies, integrating risk management into decision-making, and linking disaster risk reduction with climate change resilience.
• Specific milestones for the first two years of the IP's execution include the establishment of the Liliendaal Bureau, the creation of a Funding Advisory Facility with the CCCCC, the development of CARICOM Risk Management Guidelines, and the completion of selected country investment risk profiles.
• The development of the IP highlighted several key lessons, including the importance of a strong political mandate from CARICOM Heads of Government, the necessity of aligning regional plans with national priorities through targeted face-to-face consultations, and the benefit of combining CCCCC's regional knowledge with external consultancy expertise.
