Achieving Development Resilient to Climate Change: A SOURCEBOOK FOR THE CARIBBEAN WATER SECTOR

This briefing document, part of a sourcebook for the Caribbean water sector, examines the role of specialist climate finance and Official Development Assistance (ODA) in building climate resilience. It highlights the high economic costs of climate hazards in the region and outlines strategies for accessing global climate funds to support water efficiency, governance, and infrastructure climate-proofing.

• Climate hazards cause severe economic disruption in the Caribbean; for instance, Hurricane Ivan's 2004 impact on Grenada resulted in direct and indirect losses of EC$2.4 billion, which represented 227% of the island's GDP.
• Between 2010 and 2012, USD 8.3 billion in ODA was disbursed to the Caribbean, with USD 172 million allocated to the water sector. Of the water sector funding, USD 12 million was tagged as climate change relevant, and USD 11 million of that was for adaptation.
• Global climate funds provided USD 14 million to the Caribbean water sector between 2010 and 2012, slightly exceeding the amount provided via climate-related ODA. These specialist funds focused more on technical studies and strategy development, whereas ODA focused primarily on infrastructure.
• Five global climate funds disbursed approximately USD 44 million to the Caribbean between 2010 and 2012, with 32% (USD 14 million) targeted at the water sector. These funds include the Global Climate Change Alliance, the Adaptation Fund, the Pilot Program for Climate Resilience, the Least Developed Countries Fund, and the GEF Trust Fund.
• The Regional Framework for Achieving Development Resilient to Climate Change identifies three key actions to overcome financing barriers: creating climate investment road maps, improving the environment for private sector investment by reducing risk, and establishing a regional funding mechanism to coordinate international assistance.
