GENDER AND CLIMATE CHANGE IN ETHIOPIA WORKSHOP REPORT

This report details a workshop held on December 17-18, 2019, in Addis Ababa, Ethiopia, organized by the Ministry of Finance and the Climate and Development Knowledge Network (CDKN). The event focused on the findings of a scoping study regarding gender and climate change governance in Ethiopia, aiming to validate research, bridge institutional gaps, and establish mechanisms for integrating gender and social inclusion into national climate policies.

• A scoping study revealed that while Ethiopia has a strong general policy commitment to gender equality, this has not been effectively translated into climate change strategies. The Climate-Resilient Green Economy (CRGE) strategy is specifically noted as being weak in identifying gender equality issues and the specific challenges women face due to climate change, lacking a mechanism to allocate responsibility for these issues.
• Climate change impacts are gender-differentiated in Ethiopia, with rural women being particularly vulnerable due to their dependence on agriculture and environmental resources. Research indicates that female-headed households experienced a 12.4% decline in income due to climate variability, compared to a 5.7% decline for men.
• Sectoral analysis shows varying levels of gender integration. The agriculture sector is described as robust in considering the gender-climate nexus, while the water and energy sectors have documented the specific burdens on women, such as pastoral women spending an average of 4 to 5 hours a day fetching water and some women spending up to 3,796 hours per year collecting fuelwood. Conversely, there is limited information on gender equality in the transport and urban sectors.
• Institutional gaps hinder gender mainstreaming, characterized by disjointed initiatives across government agencies and a lack of technical capacity. Women affairs directorates in ministries often suffer from limited human and financial resources and are frequently excluded from decision-making and planning processes.
• The Ministry of Finance has developed a gender-responsive budgeting tool to translate political commitments into expenditures, though its implementation is hampered by limited technical know-how, poor coordination, and a lack of gender-disaggregated data. The tool considers three expenditure types: targeted expenditure for women, equal employment opportunity expenditure, and mainstreaming budget expenditure.
• The workshop participants recommended the establishment of an inter-institutional women affairs directorate’s committee, potentially led by the CRGE Facility and the Environment, Forest and Climate Change Commission, to coordinate the integration of gender into climate praxis and develop the capacities of implementing agencies.
