National Community of Practice for Gender Equality and Social Inclusion in Climate Change First Meeting Report

The first meeting of Ethiopia's National Community of Practice (COP) for Gender Equality and Social Inclusion in Climate Change took place on April 26, 2021. The meeting aimed to establish a coordinating body to address the limited integration of gender into climate actions, which previous assessments attributed to inadequate human and financial capacity within gender-mandated directorates. Key outcomes included the endorsement of the COP's Terms of Reference and the drafting of a one-year work plan featuring policy analysis, project mapping, and capacity audits. The COP is co-chaired by the Women, Children and Youth Directorates of the Ministry of Finance and the Environment, Forest and Climate Change Commission.

• Previous gender analyses and gap assessments conducted in 2018 and 2019 revealed that while gender was considered in some sector-specific tasks, there was "limited information on the climate change and gender nexus" and the role of gender-mandated directorates in improving integration was "inadequate".
• The lack of gender integration in climate actions is primarily attributed to "limited human and financial capacity" and the exclusion of gender-mandated directorates from "decision-making and planning processes" within their respective institutions.
• The COP's first meeting resulted in a draft one-year action plan that includes conducting a "gender responsive policy analysis", performing "Stakeholder as well as CRGE focused project Mapping" at federal and regional levels, and carrying out "capacity needs assessment (gender audit)" for sector ministries' CRGE units.
