Development interventions and adaptive capacity in rural Ethiopia

This policy brief summarizes research conducted by the Africa Climate Change Resilience Alliance (ACCRA) between 2010 and 2011 across three sites in Ethiopia. It examines how development interventions in social protection, sustainable livelihoods, and disaster risk management contribute to the adaptive capacity of rural communities to handle climate-related hazards and rising temperatures.

• Planning for climate change in Ethiopia is currently hindered by under-investment, which may lead to future investments failing to produce sustainable results unless there is closer scrutiny of climate changes.
• Because uncertainty in climate predictions is expected to persist, there is a need for an approach that manages this uncertainty and builds adaptive capacity to create a flexible system capable of adjusting to environmental and climate-related hazards.
• Research conducted by the Africa Climate Change Resilience Alliance (ACCRA) in 2010-11 across three Ethiopian sites indicates that current development interventions in sustainable livelihoods, social protection, and disaster risk management already support local adaptive capacity, though there are opportunities to improve these contributions.
