Development interventions and adaptive capacity in rural Ethiopia

The document argues that climate change planning in Ethiopia is under-invested and requires an approach that manages prediction uncertainty by fostering adaptive capacity. It draws on 2010-11 research conducted by Haramaya University and government officials across three Ethiopian sites to evaluate how existing interventions in social protection, sustainable livelihoods, and disaster risk management can be improved to better support vulnerable rural communities.

• Climate change planning in Ethiopia is currently hindered by under-investment, and there is a risk that future investments will not be sustainable without a more detailed understanding of climate changes.
• Because uncertainty in climate predictions is expected to persist, Ethiopia should adopt a flexible system that manages this uncertainty and strengthens adaptive capacity to handle future climate-related hazards and environmental risks.
