Improving Adaptive Capacity of Small-Scale Rice Farmers: Comparative Analysis of Lao PDR and the Philippines

This report provides a comparative analysis of the adaptive capacity and adaptation strategies of small-scale rice farm households in Lao PDR and the Philippines, focusing on two top rice-producing provinces in each country across three ecozones (irrigated lowland, rainfed lowland, and rainfed upland) and two cropping seasons.

• Rice production in Lao PDR and the Philippines is highly vulnerable to climate change due to its critical dependence on water supply. In Lao PDR, agriculture is the primary livelihood source, but the country faces high poverty incidence, low farm production, and national government risk management measures that are limited in scope and scale.
• The Philippines requires urgent attention regarding climate risk due to its large population and economic development pathway, specifically facing an average of 20 typhoons per year with increasing intensity.
