From local to national: Supporting local government action in climate change adaptation, disaster risk reduction and development planning

This report summarizes research and capacity-building activities conducted by the Africa Climate Change Resilience Alliance (ACCRA) between 2010 and 2011 across three sites in Ethiopia. The work focuses on the intersection of climate change adaptation, disaster risk reduction, and development planning to improve the adaptive capacity of rural livelihoods.

• Climate variability in Ethiopia has caused significant losses for farmers and pastoralists, including the loss of livestock and harvests to drought, the destruction of infrastructure by floods, and difficulties in growing staple crops due to shifting rainfall patterns. These climate hazards coincide with other trends such as land degradation, population growth, and increased commercialisation, necessitating that climate actions be aligned with broader development plans.
• The Africa Climate Change Resilience Alliance (ACCRA) project, funded by DFID, is a two-year consortium aimed at increasing the use of evidence by governments and development actors when designing humanitarian and development interventions to enhance the adaptive capacity of poor and vulnerable communities.
