This working paper examines whether multilevel governance can facilitate coastal climate change adaptation in Jamaica, focusing on the role of diverse actors and institutions across different scales, levels of organization, and sectors.

• Climate change adaptation in the Caribbean has seen a surge in investments and initiatives over the last twenty years, leading to a variety of projects and strategies that necessitate the involvement of multiple agencies, organizations, and actors in policy development and implementation.
• Climate change is a multidimensional problem that requires governance responses across multiple geographical and jurisdictional scales, administrative levels of organization, and sectors such as fisheries, agriculture, and tourism.
• In the Caribbean, climate change interacts with other drivers of environmental change, including marine resource exploitation, tourism development, and invasive species, creating complex, cross-scale conflicts and cumulative effects.
