Locating the Policy Space for Inclusive Green Growth within the SADC Extractive Sector

This policy brief examines the role of the extractive industries (EIs) in the Southern African Development Community (SADC) and argues for a shift from 'trickle-down economics' toward an inclusive green growth strategy to mitigate environmental degradation and social harm.

• The extractive industries are critical to the GDP of several SADC member states, with the sector accounting for 70% of GDP in Angola, 29% in Botswana, 21% in Guinea, 20% in Mauritania, 11% in Namibia, and 9% in South Africa.
• Despite economic growth in the SADC region, rapid expansion has not provided expected social benefits, and resource extraction has caused social and environmental harm, particularly for poor people in rural areas near extraction sites.
• A transition to greener and inclusive growth in the region is unlikely to happen as an immediate break from growth dependent on extractive industries; instead, the transformation depends on the effective management of the extractive sector.
