Private sector engagement in climate change action in Bangladesh: creating an enabling environment

This policy brief, produced by Acclimatise, IIED, and ICCCAD with CDKN support, analyzes the role of the private sector in climate compatible development (CCD) in Bangladesh. It highlights the economic risks of climate change, the potential for private sector investment via the Green Climate Fund, and the systemic barriers hindering private sector engagement.

• Climate change poses a severe economic threat to Bangladesh, with projected annual GDP losses of 2% by 2050 and 9.4% by 2100 if global action is not prompt.
• Private sector engagement in climate compatible development is necessary due to public budgetary constraints and the high costs of adaptation and mitigation. The private sector is motivated to invest in climate risk management because its own assets, operations, and supply chains are exposed to climate risk.
• While the private sector in Bangladesh is interested in using the Green Climate Fund (which had USD 6.9 billion available as of February 2016) to enter new markets and increase national competitiveness, it is hindered by policy/regulatory barriers, capacity constraints, information gaps, and a lack of low-cost finance and shallow financial markets.
