Strengthening climate resilience in African cities – A framework for working with informality

This document introduces a report by the African Centre for Cities and CDKN that provides a framework for climate compatible development in African cities, specifically addressing the challenges of informality and inequality.

• The report provides a guide for city practitioners in local government and civic organisations, consisting of eight principles and an eight-step process for climate compatible development that integrates climate dynamics with socioeconomic, spatial, and political factors.
• The eight-step process for climate compatible development in African cities includes: developing a vision for city futures, mapping climate sensitive linkages to the informal sector, assessing current vulnerabilities with slum dwellers, using climate projections for future vulnerability, identifying adaptation options and leverage points, assessing mitigation co-benefits, prioritising adaptation implementation, and establishing tracking and learning mechanisms.
• The framework was developed through a review of literature, stakeholder interviews, site visits in Accra, Addis Ababa, and Kampala, and two expert workshops in Cape Town.
