Inside Story: Action on climate vulnerability - Lessons from Quito

This case study describes the collaboration between the Climate and Development Knowledge Network (CDKN) and the Metropolitan District of Quito (DMQ) to develop a climate vulnerability study and a five-year Action Plan to address an average temperature increase of 1.3°C over the last century.

• Quito has experienced an average temperature increase of approximately 1.3°C over the last century, which has impacted human health, security, water availability, infrastructure, agricultural production, and ecosystems.
• The Metropolitan District of Quito successfully integrated climate vulnerability information into its policy cycle by using a participatory approach to develop tailored indicators and policy-relevant questions. This process involved local authorities, external support, and local experts to foster trust and institutional ownership.
• The effective adoption of vulnerability evidence within the Metropolitan District of Quito was driven by two factors: the methodology and outputs aligned with the Municipality's specific priorities and needs, and municipal technical authorities acted as active participants in the process rather than passive recipients.
• Quito improved the implementation of climate adaptation solutions by utilizing diverse evidence sources and views, specifically incorporating the individual understandings of climate change vulnerability from both men and women.
