Preparing for the future? understanding the influence of development interventions on adaptive capacity at local level in Ethiopia

The paper explores the impact of development interventions on local adaptive capacity in Ethiopia using the Local Adaptive Capacity (LAC) framework, which identifies five key characteristics: assets base, knowledge and information, institutions and entitlement, innovation, and flexible forward-looking governance. It argues that development partners must reassess the scale and scope of their interventions to better support individual and community agency and utilize evidence-based decision-making to foster a continuous process of learning and innovation.

• Ethiopia is highly vulnerable to climate change, ranking 11th out of 233 countries for physical climate impacts and 9th for overall vulnerability when adjusted for coping ability.
• The Local Adaptive Capacity (LAC) framework defines adaptive capacity through five interrelated characteristics: assets base, knowledge and information, institutions and entitlement, innovation, and flexible forward-looking governance.
• To effectively build adaptive capacity, development interventions must increase support for people's own agency, reassess the scale and scope of interventions, and employ a continuous process of learning, change, and innovation based on evidence.
