Einbeziehung von Klimaschutzmassnahmen in die Arbeit des nigerianischen Bundesministeriums für Industrie, Handel und Investitionen

This report analyzes the integration of climate action into the operations of Nigeria's Federal Ministry of Industry, Trade and Investment (FMITI). It identifies a significant gap between Nigeria's international climate commitments and the actual policies and bureaucratic capacity of the FMITI, proposing a new green industrial policy and a comprehensive implementation framework to align economic growth with environmental sustainability.

• Nigeria has committed to significant climate targets, including a conditional 45% reduction in greenhouse gas emissions by 2030 compared to business-as-usual levels and a goal of reaching net zero by 2060.
• There is a marked lack of coherence between Nigeria's climate goals and its economic policies. For example, the 2023-2027 Trade Policy for Nigeria contains less than 100 words on climate issues despite being a 17,000-word document. Additionally, the Nationally Determined Contributions (NDCs) and the Petroleum Industry Act appear contradictory, as one plans for a transition away from oil while the other promotes state-led investment in frontier basin oil exploration.
• The energy transition in Nigeria is hindered by the political economy of the oil and gas sector, where powerful elites and vested interests resist policies that reduce oil dependence. There are also concerns that a rapid transition could diminish Nigeria's geopolitical influence within the Organization of the Petroleum Exporting Countries and cause economic instability in regions like the Niger Delta.
• The FMITI suffers from significant institutional and capacity gaps. A 2014 assessment revealed weaknesses in stakeholder engagement, data analysis, and internal communication, and stakeholders indicate these issues persist. There is a noted disconnect between high-level executive interest in climate action and low levels of awareness and buy-in among career bureaucrats.
• Stakeholders identify carbon markets as a pivotal tool for aligning Nigeria's trade and industry with global standards, providing financial incentives for industries to adopt sustainable practices. They also emphasize the need for public-private partnerships (PPPs) and the use of international climate finance from sources like the Green Climate Fund (GCF) and Global Environment Facility (GEF).
• The report suggests that Nigeria can learn from South Africa's Department of Trade, Industry and Competition (DTIC), which used a coordinated national strategy and specific initiatives like the Green Paper on New Energy Vehicles to secure funding through the Just Energy Transition Partnership (JET-P).
