The IEA describes the history of CCUS as one of "unmet expectations" and slow deployment.
- The IPCC indicates that CCS is less cost-effective for reducing industrial emissions than alternatives such as fuel switching (electrification), improving energy and material efficiency, and enhanced recycling. Additionally, the European Commission has noted that the lack of CO2 storage sites hampers the development of a CCS value chain in the EU.
- CCS potential varies across heavy industry sectors: it is considered essential for eliminating limestone calcination emissions in cement (which represent 60% of GHG emissions in best-available technology plants), while in steel, it is viewed as a way to capture residual emissions after material efficiency and fuel switching. Current operational projects in chemicals are concentrated in China, with a capacity to capture 1.75 million tonnes of CO2 per year, mostly for EOR.
- In the power sector, CCS is often tied to EOR to offset high operating costs, including the 'energy penalty'. The Petra Nova project in the USA was temporarily halted in 2020 due to crashing oil prices, demonstrating the financial dependency of these projects on hydrocarbon markets.
