The Ballpark Village Project Community Benefits Agreement (CBA), signed on September 20, 2005, is a contract between Ballpark Village LLC (the Developer) and A Community Coalition for Responsible Development (ACCORD). The agreement outlines commitments by the Developer to provide living wages, affordable housing, environmental protections, and community funding in exchange for ACCORD's support of the mixed-use development project in San Diego.

• The Developer is required to obtain at least 'certified status' for buildings under the LEED-NC (Version 2.1) rating system, specifically securing at least seven points for Indoor Air Quality.
• Covered Employers must pay employees a minimum wage of $10.00 per hour if a Health Benefits Rate is paid, or $12.00 per hour if it is not. These rates, along with the Health Benefits Rate (initially $2.00 per hour), are to be adjusted annually starting July 1, 2007, based on the Consumer Price Index for the San Diego-Carlsbad-San Marcos Metropolitan Statistical Area.
• The Developer committed $1,500,000 to fund job training classes for 'Targeted Applicants' (Low-Income Local Residents) to become pre-apprentices in construction trades and to provide associated support services.
• The agreement mandates the construction of 'Restricted Units' for affordable housing. At least 75% of these units in buildings at 16th and Market and 17th and Commercial must be two- or three-bedroom units, with an average household income not exceeding 47% of the Area Median Income.
• Beyond the primary affordable housing project, the Developer must contribute $1,500,000 toward a separate 'Other Affordable Housing Project' within the Neighboring Communities that includes for-rent, for-sale, and senior housing.
• The Developer is required to provide $100,000 for a professional study on the effects of new construction and rising land values in downtown San Diego on the Neighboring Communities, including recommendations to protect low-income residents from displacement.
• The Developer must contribute $50,000 to the City's Commission for Arts and Culture for services benefiting the Neighboring Communities, with a commitment to use local artists.
• The agreement establishes a 'First Source Hiring Program' where employers are encouraged to hire 'Targeted Applicants'. Employers are deemed in compliance if they fill more than 30% of available jobs with these applicants over a six-month period.
• To protect the operations of the Tenth Avenue Marine Terminal and nearby rail facilities, the Developer granted a perpetual easement and required a disclosure for homeowners, waiving rights to claim that terminal and rail operations constitute a nuisance.
• The Developer committed to specific construction pollution controls, including using electric motors or diesel motors with catalytic converters for tower cranes and utilizing bio-diesel fuel when commercially available at a price not exceeding 110% of regular diesel.
