Strengthening the Investment Case for Climate Adaptation: A Triple Dividend Approach

The study finds that climate adaptation investments yield high returns, with every $1 invested potentially generating over $10.50 in benefits. By applying the Triple Dividend of Resilience framework to 320 projects in agriculture, water, infrastructure, and health, the analysis demonstrates that returns often exceed the value of avoided losses, meaning project viability does not rely solely on the occurrence of a disaster. Additionally, nearly half of these investments provide mitigation co-benefits, suggesting opportunities for carbon finance.

• Analysis of 320 adaptation investments in agriculture, water, infrastructure, and health across 12 countries between 2014 and 2024 shows that a US$1 investment is expected to yield more than $10.50 in benefits over 10 years. The total cost of these investments was $133 billion, with potential benefits reaching $1.4 trillion and typical annual returns between 20% and 27%.
• The Triple Dividend of Resilience framework reveals that adaptation investments provide three types of benefits: avoided losses, induced economic benefits, and social and environmental benefits. Because the second and third dividends often outweigh the value of avoided losses, the viability of these investments is not dependent on a disaster actually occurring.
• Nearly 50% of the evaluated adaptation investments produce mitigation co-benefits, which creates potential for synergies with mitigation efforts and the use of carbon finance to secure additional funding.
