Strengthening the Investment Case for Climate Adaptation: A Triple Dividend Approach

This research paper evaluates 320 climate adaptation investments across 12 countries using the Triple Dividend of Resilience framework to demonstrate that adaptation provides significant economic, social, and environmental returns beyond simple loss avoidance.

• An analysis of 320 climate adaptation investments in health, infrastructure, water, and agriculture between 2014 and 2024 indicates that every US$1 invested can generate more than $10.50 in benefits over a decade. The total cost of these investments was $133 billion, with potential benefits reaching $1.4 trillion and average annual returns between 20% and 27%.
• The Triple Dividend of Resilience framework shows that adaptation investments provide three types of dividends: avoided losses, induced economic benefits, and social and environmental benefits. Because the second and third dividends often outweigh the value of avoided losses, the financial viability of these investments is not solely dependent on a disaster occurring.
• Nearly 50% of the analyzed adaptation investments produce mitigation co-benefits, which suggests opportunities to align adaptation with mitigation and access additional funding via carbon finance.
