Designing the Clean Development Mechanism

This research paper, prepared for the OECD Climate Forum, analyzes the institutional design of the Clean Development Mechanism (CDM), focusing on the tension between different implementation models and the necessity of a common regulatory framework to ensure environmental integrity and investor confidence.

• The paper identifies three primary alternatives for the core structure of the Clean Development Mechanism (CDM): bilateral, multilateral, and unilateral models. Because these models serve different national circumstances, the authors propose an "open architecture" CDM, which combines elements of different designs to reconcile conflicting visions and facilitate consensus among Parties.
• Regardless of the implementation model used, the CDM requires a common regulatory framework consisting of project validation, registration, verification, and certification. A central part of this framework is the accreditation process for entities responsible for validating projects and verifying emission reductions.
• The regulatory framework involves several key institutions, including the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP), the CDM Executive Board, accredited operational entities, national CDM offices, and project operators. The primary challenge is defining roles that minimize bias and conflicts of interest while balancing international oversight with the need to reduce bureaucracy and transaction costs.
