Tracking Adaptation Success for Community Level Watershed Development in India

• Adaptation tracking for watershed development in India requires a shift from quantitative or output-focused monitoring and evaluation (M&E) models toward a system that tracks both quantitative and qualitative indicators over the long term. These indicators should cover ecosystem conditions, capacity-building, social improvements, economic impacts, and behavioral changes within institutions and communities.
• WSD implementing agencies often face financial and technical resource constraints when developing M&E systems. To address this, funders should cooperate with agencies to understand their goals and adjust reporting requirements and funding mechanisms to support consistent, long-term reporting on biophysical, human, and climate conditions, or provide increased training on adaptation tracking.
• The success of watershed development is defined by the target communities, making their participation critical throughout the development and management of the adaptation tracking process. This participation must be representative of income levels, occupation, gender, and age, and can be enhanced by training community members to assist with evaluation and data collection.
